I am an educator, trainer and presenter, as well as a program and research consultant in the fields of homelessness, affordable housing and substance use. My work is grounded in research which affirms the starting points of: minimal barriers to service access, trauma-informed compassionate care, and harm reduction.

Education and training are crucial components of a dedicated and knowledgeable work team. Heather facilitates capacity building and skill development for staff, board members, and more, who are interested in the fields of substance use, harm reduction, affordable housing, homelessness, and trauma-informed compassionate care. Training topics are diverse. Sessions can be customized for any group.

Heather provides consultations on the development of programs for people who use substances and/or are unhoused or at risk of becoming unhoused.

& Research Design

Quality program evaluation strengthens organizations and improves supports to clients and communities. Services include designing and conducting program evaluations; training local / peer researchers, identifying areas for growth, and writing up the results. Other types of research are also available. About Dr. Heather Peters

For more than 30 years Heather’s work and research interests have centered around affordable housing, illicit drug use, homelessness, and working with vulnerable populations. 

Heather’s work experience includes:

  • 23 years as Associate Professor in the School of Social Work at the University of Northern British Columbia (UNBC),

  • 7 years as Executive Director of a non-profit organization serving street involved people,

  • 10 years as member of a Board of Directors for an emergency shelter for unhoused people, and

  • over 15 years working with marginalized youth and adults.

Heather’s work combines direct service provision to vulnerable people as well as program development, teaching and research. This combination of experiences means Heather is uniquely placed to have a big picture vision of your organizational goals, while understanding the skills and knowledge needs of people from front line staff through to board members, city councilors and more.
